The most likely cause is the java executable not being on the path. Other possibilities though are that the ant jars aren't where the xerces build script expects them to be (either on your classpath or in a subdirectory of the xerces distribution's root dir called "tools"). Anyway, if you wanted to pursue this bug, we'd need to see your PATH and your CLASSPATH.
