Have you checked out the org.apache.xml.resolver package hosted at 
xml-commons?  See http://xml.apache.org/commons/#releases

Sorry for the not-yet-pretty website, but the resolver 1.0 is up there, and 
some 1.1 level code is in the CVS tree already (but I don't think we have 
it packaged up officially yet).
