They are not required to do so, because in most cases the overhead of doing so is greater than the benefit gained. (Same reasons the DOM enforces some things and not others.) Advice: This is partly related to the Great Namespace Debate/Debacle, which consumed entirely too much W3C attention for entirely too long.
