HTMLTableElementImpl.deleteRow will only delete the zeroth row.

Thanks for the fix. Indeed, deletion of rows other than row 0 were not actually 
occuring. Because the index was not being decremented, it could also cause an 
incorrect row to be deleted if the table contains sections. This has been fixed 
in CVS.
