It's on the serialization side that one should control whether to use 1.0 or 1.1. I would agree that people should only produce 1.1 documents when necessary. I'm told Xerces leaves it to the user to decide. That seems reasonable to me.

What does this mean? Will Xerces 2.6 now accept XML 1.1 documents without any request from the user? This strikes me as a very bad idea. XML 1.1 has minimal use to a small number of users. Encouraging its use when its not explicitly desired or needed will reduce the compatibility and interoperability of XML.
