One of the very old bugs filed by James Clark is to clarify javadoc and
explain what "expanded/base system id" means.

I had the same confusion when I first saw a term "base system id", and
even though there's some description in the XNI manual, I think it's
better for these terms to be described in the relevant javadoc as well.
I know I'm not familiar enough with Xerces to correctly explain those
properties, but I took the initial stub anyway in the hope that this
would start the discussion:
