I created a Jira account for myself a couple weeks ago. In my opinion, it's interface is leaps and bounds better than Bugzilla's. I also like that when you attach a file to a bug report (this functionality is already there), that the submitter actively chooses whether their attachment is being contributed to the ASF under the Apache license or if they are not granting rights for inclusion.
