Hi All,

Over the past year, Neil Delima has made steady contributions to Xerces-J,
including many patches [1], as well as participating on the mailing lists.
Currently he has been working on several line items related to DOM Level 3
Core and Load/Save [2] for the upcoming release. In order to make it easier
for Neil to continue to make his valuable contributions, I'd like to
nominate him for committer status.
