At one point, we were trying to popularize a convention where all
classes/methods not intended for reuse would have the word INTERNAL at the
start of their javadoc, or some such marker, so folks knew not to assume
full generality or long-term stability. I don't think anyone was ever able
to find time to wade through the entire codebase inserting these
warnings...
