Different codebases have different requirements for different reasons. It's simply not practical to make every Apache project require the same JRE - doing so would probably kill off a number of projects that just can't be feasibly done with earlier JREs. Every project should however (and generally does) clearly state it's dependencies, including compile time and runtime JRE.
