Have a look at the org.apache.xerces.readers.XCatalog.java class; it is an implementation of the XCatalog Draft 0.2. This hasn't been updated for quite some time it would seem, but support is there; there's also an infrastructure for building support for other kinds of catalogs into the parser: see org.apache.xerces.readers.XMLCatalogHandler.java.
