Not a recommended solution because you have to edit the XML file (something which Brad said that he can't do) and the document is no longer portable. Even creating a public id won't help in situations where you don't have control over the file. Having said that... I think that the current behavior in the parser is wrong. In my opinion, the entity resolver should see the exact system id that is contained in the file and it should only be expanded if the entity resolver is unable to resolve the entity.
