I think XML should comply with most of the languages, so it also has to comply with those that _do_ make a difference between upper and lower case. If you write documents where upper and lower case can be mixed, xml applications written in countries which _do_ make a difference might not process those documents properly anymore. I hope I got the point of this discussion.
