I spoke with both XMLSpy and TIBCO Extensibility. XMLSpy indicated that XMLSpy 4.0 will support the May WC3 spec and will be finalized sometime in mid July. Extensibility indicated that they will have a release sometime this week of the suite they have which will also support the WC3 20010502 release.
So for now it seems that trying TIBCO's solution will be the way to go.
