How about setProcessingInstruction or s'thing?  That's all this is.  The attributes are really 'pseuado attributes': bit of a fit up.

in a xml file that i'm creating through codes.
I can't see any method in the class org.apache.xml.serialize.Outputformat to do that.
Though i can see setVersion.
