You'll have better luck looking for xml-apis.jar, not xerces-apis.jar.  In 
fact, it is in the "xml-apis/jars" directory on ibiblio...
http://ibiblio.org/maven/xml-apis/jars/

However, they are all old and you should get the up-to-date version from 
the latest Xerces distribution.

It is part of the Xerces2 Java distribution and AFAIK it is required
part of the library.
