IIRC, on Windows the executable is just a wrapper, the actual code is packaged in a form of shared library, this is to work around the lack of symbolic links on some Windows filesystems (on Unix, xelatex is just a symlink to xetex binary, but in windows both are wrappers for libxetex of some sort).
