I can't find a way to edit that flag in FontForge; it appears that FontForge sets it behind the scenes when saving a font if and only if all glyphs in the font have exactly the same width.
Correct. FontForge has a few conventions that are slightly bullish for an otherwise awesome program (forced outline/cutout direction is another interesting one). However, you can unpack the font, set the flag, and then repack it manually, using TTX.
