The current version of frenchb.ldf (http://daniel.flipo.free.fr/frenchb/) doesn't make punctuation chars like : active when xetex is used, it then use (like polyglossia) \XeTeXinterchartoks to adjust the spacing. So babel + frenchb is already adapted to pdflatex *and* xelatex.
