LaTeX was written at a time when there didn't exist unicode-aware
engines. And LaTeX can't avoid to set lccodes: Someone has to
provide defaults.

LaTeX does provide this hook in the form of the file hyphen.cfg:
every engine can provide its own hyphen.cfg (or hyphen.cfg can make
tests for engines).
