I'd like to add a voice of support to Philip's suggestion about petitioning the TUG Board to adopt XeTeX as a formal TUG project. To be honest, I was startled that it doesn't already have such recognition. There's a big community of us using XeTeX and it really should be close to the heart of TUG, and to have access to whatever support, recognition and responsibility as TUG can give.
