I'm sorry but I have no other idea (apart something complex such as
counting the consecutive <br> elements and generating a single empty
fo:block having a proper value for space-after).

Note that RenderX XEP also merges consecutive empty fo:blocks. Therefore
XMLmind XSl-FO Converter behavior does not seem to be a bug or a limitation.
