Oh srry :D hhc.exe of course I write it very fast :)

I am using XMLmind XSL Utility. But I didnt do any special
configuration. I only choose DITA -> DitaToHTMLhelp and set File types
HTML Help Compiler in Preferencies Helper Application.

and yes i use hhc.exe with oxygen to transform dita to web help and it
work correctly (but i will not want buy two product XMLmint utility and
oxygen too)

The configuration should look like attached screenshot. Notice the quotes and the absolute path.

I never had "runtime error R6002 - floating point not loaded" before and no user has ever reported this error. Therefore I think this problem is specific to your working environment and I have no way to reproduce it.

(It's hhc.exe, not hhx.exe. But may be it's a typo in your email.)

Sorry but I don't see how I can help you. I have no way to know
    * which XMLmind tool you are using (ditac? xslutil?),
    * how you have configured it
    * and whether hhc.exe runs correctly in your environment (regardless
of what XMLmind tool you are using).
