Why is it *numbered* when XFC says "\levelnfc23" (which means "Bullet 
(no number at all)")?

I'm sorry but all this is pretty confusing.

PS: If you have access to the source code of XMLmind XSL-FO Converter 
(comes with the fc-site and fc-dev licenses), nothing prevents you from 
modifying the product. I don't think this would be difficult (despite 
the fact that we'll not assist you in doing that). Other customers did 
that before and it was always in cases resembling yours 
(interoperability with third-party tools other than MS-Word).
