The Web Help our tools create has been specifically designed to support context-sensitive help. This design choice was made at the expense of performance (and implementation simplicity). However supporting context-sensitive help was deemed much more important than having a snappy Web Help. For example, if the context-sensitive URL for gadget Foo is http://www.acme.com/doc/gadgets.html#Foo, then simply ask the Web browser to open http://www.acme.com/doc/gadgets.html#Foo.
