Yes. This is already implemented in XMLmind DITA Converter (ditac) 2.4, to be released in less than one month.

Ditac 2.4 can generate HTML5, Web Help containing HTML5 and EPUB3 (which is HTML5 based).

A release of XFC embedding ditac 2.4 should follow the release of ditac.

No. Generating clean HTML5 is not that easy, mainly because all presentation attributes have been suppressed from tables.
