Thank you for your excellent bug report which makes the issue crystal-clear.
I'm really sorry but we currently do not see how we could solve this
problem.
You have found the workaround (at least for some cases) by yourself: add
the border around the table-cell and not around the top-level block
which is the content of the table-cell.
