My use case is that I define an external-graphic inside a table-cell
that, not knowing whether the graphic's absolute width exceeds the
table-cell's width. Using  inline-progression-dimension.maximum and
inline-progression-dimension.optimum, I can make it work with FOP's
PDF output, though not with DOCX.

In the case of XFC, I'm not sure that:

content-width="scale-down-to-fit"
inline-progression-dimension.maximum="100%"

could be translated to something supported by MS-Word.
