Yes. XMLmind XSL-FO Converter translates XSL-FO to RTF, WML, DOCX and
ODT, NOT to PDF or PostScript.

I am only writing to you because the info on the page “XSL Utility” says
that it does produce PDF, as well as the other outputs mentioned.
XMLmind XSL Utility is a desktop application which aims to be convenient
to use by technical writers. That's why it can generate all kinds of
formats.
Out of the box, XMLmind XSL Utility embeds two XSL-FO processors:
1) Free, open source, Apache FOP. This XSL-FO processor is used to
generate PDF.
2) XMLmind XSL-FO Converter, our commercial product. This XSL-FO
processor is used to generate RTF, WML, DOCX and ODT.
Moreover if you have a RenderX XEP copy installed on your computer,
XMLmind XSL Utility can use it too to generate PDF.
