I don't have a suggestion, other than to say you need to put your LC_TIME setting somewhere where X will see it, possibly in some xinitrc file somewhere, or perhaps in something that gets sourced for non-interactive shells. Sorry, not only do I not know the details about your system, but I don't exist solely to act as a repository of knowledge to satisfy your desire for free help.
