A shortcut in the Windows world is like a soft link which tracks its target.
Deleting the target will break the shortcut, but a hard link will still point
to the file in the file system.

Other than that, you can easily create a Thunar custom action and use the
command "ln %F ~/Desktop" to create hard links.
