If i have the panel unlocked and move a icon to a new position on the desktop
and quickly (within a second or so) move the panel away from or to the edge the
new position of the icon will not be remembered.
Instead when i move the panel back the icon will be in the old position.
If i wait more then 1 second the position is remembered.
Happens when Don't reserve space on borders is disabled in panel preferences.
