I am sorry, but I entirely don't understand in which way a panel configuration
may be a substitute for loading a plugin from file.

I don't care a slightest bit about the number of panels or the order of
widgets. I don't plan to imitate Gnome or Redmond, or anyone else.

What I need is to be able to check out the source code for an obsolete plugin,
compile it and load into the current panel without restarting anything. Then I
would like to try and fix a bug, compile the plugin again, load the new .so (or
whatever is the format of a plugin) and compare the behaviour of the new guy
and the old guy on the same panel.
