[PATCH] xfsettingsd: Start with the highest priority

I think it makes a lot of sense to start the settings daemon with the highest
priority, so it gets started first, because all other components depend on the
settings applied by xfsettingsd and applying those after the other components
have started is very expensive, clients have to reconfigure themselves, reload
fonts, themes, reload configuration, etc.

If we load the settings first, the other applications do not need all that
reconfiguration and therefore we end up starting the whole session faster.
