We discussed the options enumerated here and the majority of active core developers voted for option 2 (https://wiki.xfce.org/releng/4.16/roadmap/general_ui/csd). So while I appreciate your point of view, we will not make them configurable, this would simply add a lot of code to all kinds of components. And I hope you trust us on this, we're not trying to break things for anyone - we're still the same people that released Xfce 4.14.
