There are just two locales in Norway, nb (bokmål) and nn (nynorsk)
and you should never use any country code.
You are correct, there is no difference.
Older components use nb_NO.
New modules I translate use nb.
If anyone with svn commit access volunteer to work with me to fix all
nb_NO -> nb - let me know.
