Hi,
You're not right about the way you define obsolete. The 100% is only for
the initiated translations.
You have to download the available pot file and upload it for Lithuanian.

for translation available only one(which has 27 untranslated strings)
so i have to view all to find that untranslated. all these plugins are
obsolete and it's impossible to translate them. my suggestion:
hide/delete/mark such projects so that translators which can't
translate them, won't see them...
then i last time watched there was no „add new translation“ option, now
i see there is. but still if without them, in my case Lithuanian
translation is 100% translated this means they are obsolete.
