yes, colord support needs to be enabled at build time.

No, you don't need gnome-color-manager for that, you need something like
xiccd for monitor profiles, saned for scanners and cupsd for printers.
g-c-m is merely suggested for showing additional profile information
(gcm-viewer) and for an optional calibrate button in the UI (gcm-calibrate).
