The only dvd install media Fedora still ships is the server dvd.
(which of course does not have Xfce on it). There is also a netinstall
install iso that installs rpms on a target system over the net. 

The way install media installs is that it starts the installer and then
uses rpm packages on the media (or via the net) to install on a system. 
The way the live media installs is it copies itself to the system, as it
doesn't have any rpms.

So, you have a few options: 

1. You can use the boot.iso/netinstall.iso and a kickstart and install
that way. You will need to have a active network connection to download
the rpms. 

2. You can make a custom live image that has everything on it you want
and use the normal install method on the live media to copy it to target
systems.

3. You could make a custom install media, but thats pretty complex and
anoying to setup anymore, so I'd suggest the first 2 first.
