The PR you referenced (https://src.opensuse.org/pool/xfce4-settings/pulls/1) is submitting things from a leap 16 branch to Factory. A submission against pool into a package factory branch is picked up by some bot and translated to a SubmitRequest - https://build.opensuse.org/requests/1300970 in this case; and just like you, the bot was confused by what is happening and declined it; imho, this also implies the pullreq on gitea should be closed Cheers, Dominique
