No. I'm sorry I must have misunderstood.  I thought the issue was the two device together.

I have a USB mouse and a PS/2 keyboard. It works fine. :)

Are you saying that it works with

Section "InputDevice"
        Identifier "Configured Mouse"
        Driver "mouse"
        Option "CorePointer"
        Option "Device" "/dev/psaux"
        Option "Protocol" "ImPS/2"
        Option "Emulate3Buttons" "true"
        Option "ZAxisMapping" "4 5"
EndSection

Section "InputDevice"
        Identifier "Generic Mouse"
        Driver "mouse"
        Option "SendCoreEvents" "true"
        Option "Device" "/dev/input/mice"
        Option "Protocol" "ImPS/2"
        Option "Emulate3Buttons" "true"
        Option "ZAxisMapping" "4 5"
EndSection

in XF86Config, and with both

	InputDevice "Configured Mouse"
	InputDevice "Generic Mouse"

in ServerLayout in XF86Config (perhaps with different labels)? I have
never seen this configuration (hardware combo plus the above items in
XF86Config) work correctly if using a PS/2 keyboard and only a USB
mouse. In order to use that hardware combo, it has been necessary for
me to configure the USB mouse as CorePointer.
