I've seen this problem reported on numerous keyboard layouts to date. I believe it is just some unfortunate quirks that accidentally ended up in CVS and nobody experienced in the given area has had a chance yet to fix them. If someone is interested in a list of various xkb related bugs to tackle, whom is fairly competant in the area, I'd be glad to contribute a list if it would be helpful.
