I noted that there were two Device sections in your config file. I know that it says that any number may exist. However, maybe this is what is causing your problems. Try deleting the one that uses the vga driver and see if that fixes your problem. If so, maybe you should submit a bug report. <http://www.xfree86.org/cgi-bin/bugform.cgi>.
