Yes, it could be a bug but I can't reproduce it. I have tested it just now.
The path to XKeysymDB compiled in Xlib reflects (includes) the value of
ProjectRoot. Could you do something like
strings libX11.so.6 | grep XKeysymDB
with your new Xlib and look what the path is there?
