How about a small wrapper program which can setuid to the currently logged on
user and run the browser?

Or, assuming the hotplug scripts take care of removing the module when the
device is removed, a cron/otherwise timed script to run every few seconds
checking for the presence of your memory stick module? Or look for an entry
under /proc/bus/usb? (and of course, create/remove a lockfile according to
this state!)

I thought root was able to open a client on any users' server?
