This was done once, called XIE, and almost universally despised to the point of being removed from recent XFree86 & X.Org releases. It was discussed again at the recent X Developer's Conference with the goal of coming up with a simpler design and not falling into the same rathole of over-complicating things with too many fringe features that XIE did. I don't know if anyone's actively working on that though.
