I suspect you are editing the wrong config file :)
If you set the VertRefresh to 85-85 and there were no valid
85 Hz modes in the modepool, the server would not revert to a
60 Hz mode. It would fail to start claiming the modepool was
empty. At least that is the default behavior. Graphics
card drivers can modify that behavior, but I suspect none of
them do.
You should send your /var/log/XFree86.0.log file to this list.
If any modes are rejected, an explanation will be in that file.
