I'm also inclined to change back to a subscription list, making it clear in the reply to non-subscribers that they will need to subscribe and re-post. Maybe it will work better this time. While I appreciate offers of moderation, I think it is more practical for posters to make a little effort by subscribing than to have one person wade through the held postings on a regular basis.
