OurXDbu is builded with xharbour and internally works with utf8 and wide chars. you can download it and select chinnese language to see the program .
The same can be do for data. Is not a problem of xharbour, is a problem of developers. Of course is possible to do work more easy, adding some features to string items to identify: oem, ansi, wide, utf8 and others to do automated comparatives , upper, lower, sort and conversions to save it to another supports. I don't have enough time for this at the moment. But remember, no change is necessary to do an UNICODE application.
