Export/import system collections

I was just playing around with export and import to see if it works to 
import system collections. It doesn't.

There are several problems,
- Empty symbol tables export with two top level elements.

<?xindice-class org.apache.xindice.xml.SymbolTable?>
<symbols /><symbols />
- The import tool is unable to properly handle imports from the top of the 
database. It creates a collection called db, instead of importing into db.
 This is probably easy to fix.

- Importing database.xml doesn't work. It seems to get overwritten when 
the server is shutdown.

This last issue is the most important. What do we need to do to get this 
to work as expected? Or should it even be possible to do this? Perhaps the 
export tool should ignore the system collection altogether?
